REACH obligations for toll manufacturers
It is a common practice in the chemical industry that companies, for different business reasons, outsource their manufacturing operations to a third party: the toll manufacturer. Both the toll manufacturer and his customer may have obligations under REACH, but their division is still frequently misunderstood or unclear. In particular, non-EU tollers are often unaware that they should appoint an Only Representative (OR) for REACH registration.
