Julien De Cruz

Julien leads to the Public Affairs activities at REACHLaw. He draws on his expertise in chemicals and sustainability to help industry players articulate their long-term vision, strategy and communication. He gives tailored advice to ensure the clients’ successful interaction with public stakeholders.

Prior to joining REACHLaw, he has been assisting corporate clients and trade associations in Brussels on their public affairs strategy. For example, he has helped clients in commodity associations prepare public consultations ahead of RMOA or RAC Consultations in Restriction Proposals. He drew on his 10-year expertise at the European Commission (DG ENV) and ECHA where he worked on REACH, CLP and the BPR. For example, he contributed to discussions at CARACAL meetings and the ECHA Enforcement Forum concerning waste, the Cosmetics Regulation or information to consumers. He contributed to drafting the REACH implementing acts on data-sharing and on nanomaterials. He worked closely with trade associations in the context of the first Directors Contact Group. At ECHA, he was contributed to evolution of data-sharing rules by working on appeal cases under REACH and the BPR.

 A native French speaker, Julien studied both in France and the UK with a focus on EU law and environmental law. He is fluent in French, English and German with a functional level of Finnish.
