Ukraine CLP: Classification and Labelling Notification Template Now Available
On April 10, 2025, the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) published an important update regarding the implementation of the UA-CLP Technical Regulation: the template for submitting Classification and Labelling Notifications (C&L Notifications) is now officially available, making it operationally possible for companies to start submitting their notifications.
Compliance Deadlines
Under the UA-CLP Regulation, manufacturers, importers, or groups thereof must submit a C&L Notification for each hazardous substance, with no tonnage threshold applying:
- For substances placed on the market before November 15, 2024 (the date UA-CLP entered into force), notifications must be submitted no later than November 15, 2025.
- For substances placed on the market for the first time after November 15, 2024, the notification must be submitted within one month from the date the substance is first placed on the market.
To support a harmonised approach, MEPR has provided a standardised notification template – an Excel file with macros enabled, available in Ukrainian only – that must be completed and electronically signed by an authorised signatory of the company (e.g. the company director).

In line with the approach previously used under EU CLP, Only Representatives (ORs) may also act as group coordinators and submit C&L Notifications on behalf of a group of importers.
This marks a significant step toward the practical implementation of Ukraine’s chemical safety framework – moving the regulation from a legal requirement on paper to an operational reality. The next key milestone will be the release of the pre-registration template under UA-REACH, which is expected soon.
