Ukraine Introduces CLP Regulation in the National Market

On May 10, 2024, the Ukrainian government approved the Technical Regulation on the classification, labeling, and packaging of chemical products (“UA-CLP”). This regulation integrates the norms of the European CLP Regulation, which itself incorporates the UN-established Globally Harmonized System (GHS) for classifying and labeling chemicals.

The regulation enters into force after 6 months from the publication. The new Technical Regulation in Ukraine will implement:

  • European rules and criteria for the classification of chemicals and products across 33 hazard classes.
  • Requirements for labeling and packaging of chemical products.

This regulation increases the responsibility of market participants. Before placing chemical products on the market, manufacturers, importers, suppliers, and other operators must gather all available information on the hazardous properties, assess the validity of this information, and classify the chemical according to the Technical Regulation.

Additionally, economic operators must ensure that:

  • The chemical products they produce, import, or supply in the Ukrainian market are classified for hazards according to the criteria of the Globally Harmonized System (GHS).
  • Such chemical products are appropriately packaged and labeled with hazard information.

This initiative provides clear rules for businesses operating under international standards, thus facilitating access to foreign markets, while citizens will have free access to information about the hazards of substances and chemical products.

In December 2022, Ukraine adopted the law “On Ensuring Chemical Safety and Management of Chemical Products” set to take effect on June 29, 2024. This legislation is part of Ukraine’s commitments to integrate with European standards, aiming to safeguard both public health and the environment.


The Ministry of Environment has developed a draft Technical Regulation on the safety of chemical products (“UA-REACH), which is anticipated to be adopted by the government shortly.
